When is the drawing for the 39th District tournament?

Thanks! After reading about district drawings I am now curioius if the 39th is a blind or seeded draw?? Something that I never really thought about. I'm assuming blind??

Its a blind draw, b/c having it seeded would be dumb. and i ask why do they play season???
