I was not sure where to place this thread. It is not a public/private topic, it is not really a general discussion topic - it is a high school sports topic. And, I figured it would get more responses in the football forum.

 

Rep. Robin Webb, D-Grayson, is going to introduce legislation that will allow a student/athlete to play sports for any school that they start the school year at. If a student transfers from one school to another school after their 9th grade year, they would be, immediately, eligible to participate in sports at the new school, with out sitting out one season. This would re-write Bylaw 6-The Transfer Rule. I have not been able to find the bill in its entirety, but that is what is sounds like.

“I knew a soccer player who had to transfer after a change in a custodial arrangement,” she said. “He missed out on a whole season because of KHSAA (Kentucky High School Athletic Association) rules. The main part of the bill is that kids should be able to play where they start school. What it does is put the kids first and it allows our society to be mobile. We have transit families, nonconventional custodial arrangements and we have not adapted to that.”

So, could you play for HS A tonight, start school at HS B on Wednesday, play for them on Friday night, go back to HS A on Monday and play for them the following week.

 

If you had a team that was #2 in the region, could a very talented player change schools in mid February without moving just solely for the purpose of improving the the #2 ranked team and give himself a better chance to play at state?

 

Even the professional sports does not give unrestricted free agency to all it's athletes.

From what is written in this thread's original post, it sounds like what matters is what school the kid is enrolled in at the BEGINNING of the school year. So, if this is the case, it seems that a kid who transfers mid-school year would have to wait until the next school year to play in sports. If this is the case, it would protect the system from kids hopping from program to program during the school year.

I believe that "Start" refers to the start of the school year. If a student starts their 9th grade school year at school "A", and plays sports, they could transfer to school "B" at the beginning of their 10th grade year and be immediately eligible to play sports at school "B", with out being penalized for one academic year, as it is now.

So, the only difference is change of residence is taken out.

 

I would assume that you could transfer in the middle of the season then with a legal change of residence and that is where it would come into play.

I believe what comes into play, and what Pullin is referring to is: legal separation, guardianship and change of custodian. The KHSAA does not recognize legal separation, change of guardianship, and change of custodian as valid reasons for waiver to participate in high school sports.

This question is for the crowd and not just directed at Ram.

 

In unban areas like NKY, Lexington, and Louisville could a student who lived with his parents in an apartment move durning a school year and be eligble for different sports. For example, in NKY, could a family move to say Ft. Mitchell in the fall play football for Beechwood, move to Covington in the winter and play basketball for Holmes, and move to Union in the spring and play baseball for Ryle? I haven't read the rulebook closely enough to know the answer. Under what basis would the student be not eligible?

Personally I think the legislature has far more important things to contend with then this type of issue. They need to stay out of it and let the KHSAA handle this matter. Unfortunately the KHSAA and there Board seem to be a bit wishy washy when it pertains to these type of matters.

I support being allowed to transer one time without penalty....if you allow multiple transfers without penalty it could get ridiculous as suggested by some of the other posts.

I would allow an incoming freshman to play immediately regardless of what middle school or the so called "feeder school" that they attended. Any transferring after that in my opinion should come with a penalty. As for now I think sitting out 1 school year is appropriate.

I understand athletics are supposed to be secondary to academics, but let's face it-- athletics are important (there are no blugrass preps academic forums are there..."my son doesn't like his math teacher and wants to transfer"??). I think extracurriculars are huge part of the high school experience. There are situations where a coach doens't like a player and vice versa and I see no need to punish the kid if he wants to try a different school. Or, what if a kid happens to be 2nd best QB in his county but the problem is the #1 QB is at his school and is the same grade. Should he be penalized for transferring to a school where he will get a chance to play. I don't think kids should be penalized for wanting to transfer to a school where they have a chance to play.

This proposal will be sent to education committee and will die a very quick death. There may be comment/hearing on the proposal but given the revenue and cuts announced, this bill suffers by way of the wastebasket.

:thumb: I appreciate and respect your opinion but I completely disagree with you. Kids need to learn from a variety of experiences both positive and negative. They also need to understand that there are consequences with every decision they make. If a kid is 2nd best then maybe work harder to improve. If it's a problem with the coach then you make every attempt to work it out even if it is with a bullheaded, know it all coach that thinks he is always right. I think we are making things way to easy for kids and not always teaching them how to face various obstacles that they will be sure to encounter after high school. I have no problem with a kid transferring but for as long as I remember there has been a penalty for doing so. I see no reason to change that even for the examples that you have discussed.:cool:

Maybe it will die a quick death in committee but it also sends a loud and clear message to the "anti-private schools" to stand down or else... :D
