At most recent KHSAA meeting, the transfer rules were discussed and seems to be support for a free transfer but only after a kid's freshman year. Do you prefer the option being discussed at KHSAA or the new Indiana rule?

Executive Committee approves Rule 19 changes

During its February meeting earlier today, the Executive Committee approved a basic framework that would make changes to Rule 19 (Eligibility and Transfers) of the IHSAA Member School By- Laws.

In short:

- Students whose first transfer is from IHSAA Member School to IHSAA Member School will maintain full eligibility if it occurs during their first six semesters of high school.

- Second and subsequent transfers and transfers from non-IHSAA Member Schools will be handled in a similar fashion to the way they have been in previous years.

- Students whose second transfer involves a return to the IHSAA Member School where they established their initial promotion eligibility will retain full eligibility within 365 days of their enrollment date at the previous school.

This new by-law would take effect on June 1, 2025.

"The initial changes approved today by the Executive Committee are expected to further align with the [redacted] School Choice initiatives," Commissioner Paul Neidig said. "We will discuss these changes and additional details with Member School administrators attending the annual Area Principals Meetings around the state in April."

This measure will automatically return to the agenda for the IHSAA Board of Directors for formal approval at its annual meeting on Monday, May 5, 2025.

In the past 10 years, the Association has made 26 different changes centered around the IHSAA's transfer by-laws to address the ever-changing landscape of education in the state of Indiana.

About the Indiana High School Athletic Association, Inc. (IHSAA)
The IHSAA is a voluntary, not-for-profit organization that is self-supporting without the use of tax monies. Since its founding in 1903, the Association's mission has been to provide wholesome, educational athletics for the secondary schools of Indiana. Its 409-member high schools - public, institutional, parochial and private - pay no annual membership fee or incur entry fees to play in the Association's tournaments. A state tournament series is conducted annually in 24 sports, 11 for girls, 11 for boys and two co-eds (unified flag football, unified track and field). A 19-person board of directors, elected by member school principals, governs the organization.

Could the back up Tailback of one school in September, transfer to another school in October to be the starter?

Not too long ago the khsaa ruled in favor of a kid at Apollo transfer after week 6 and get ruled eligible last week of regular season.

How was he eligible?

If he had a legit change of address, no issues.

Sounds like it to me. Bottom line.....State Association does not want to be involved in legal situations if at all possible. First,  college athletics are disappearing.....next is HS! Really sad for an old dinosaur like me.

Happened up here in NKY in the past year or 2.  Played for Campbell County one week; Cooper the next.  Might have been 1 game in between, but I'm pretty sure it was back to back.

There was a "change of address".

That is an example of what I heard. Or a player on a losing team in the first round of playoffs, then transfers to a different team who continues to win. This is ABSOLUTELY SO WRONG. IMO, the rule should state that you can only play for one team in the same season. Unbelievable that this is all being considered.
