Based on the following definition of racist, I don't think you can make that leap. From http://www.thefreedictionary.com/racist 1. The belief that race accounts for differences in human character or ability and that a particular race is superior to others. 2. Discrimination or prejudice based on race.

"It's pretty horrific," says Ricki Fairley-Brown, president of the multicultural marketing agency Dove Marketing. "Why do they have a white guy from Minnesota faking a Jamaican accent?" Even more troubled by the spot is Rochelle Newman-Carrasco, chief hispanic marketing strategist at Walton Isaacson, an African-American, Gay/Lesbian and Hispanic agency. "What happens in this ad is that the culture becomes a punch line, and that is offensive." Pop cultural guru Barbara Lippert is not amused, either. "It made me uncomfortable to see all of those white people in an office setting doing this," she says. "I found it offensive." VW Jamaica-theme Super Bowl ad: Racist?

From the video comments section: I am JAMAICAN, and I'm yet to come across even 1 Jamaican that find it offensive. We actually quite like the ad and wanna give a big shout out to VW for showcasing our accent!!! Everybody else, just chill:) I am a Jamaican who thinks this ad is so funny, just can’t see what the controversy is all about. Funny thing though it’s not Jamaicans who think this add is offensive, but people who propose to think for us. The Jamaican cultural and tourism director Wykeham McNeill said, “We view it as a compliment, people should get into their inner Jamaica and get happy”.

If this is what we use to decide racism, that makes every white rapper and "Uncle Tom" racist, too. Hell, I'd include any latino that speaks English with an "American" accent.
