Looks like the county has put this on hold and will "rewrite" a new idea. Basically, the way I understand it: If you are in unincorporated Boone County (the large majority of the county land wise and approx. 80,000 people), and you have things laying around that a neighbor doesn't like or complains enough about, then the county/board can fine you at their discretion without fair trial. So if Guru has an old car in his driveway at his palatial estate in Rabbit Hash summer home he could be fined.
