Universal Background Checks for gun purchases

Is it worth the cost? At first glance/thought I didn't or don't have much of a problem with it but then I got to reading up on it more.

The article talks about closing loopholes for gun sales at gun shows or between private parties. My question is this, of these mass shootings (which we all know is the driving force behind these legislative proposals) which if any were the guns purchased from a private seller or at a gun show? I feel as though it's going to be a very rare occurrence in which a person that's plotting a mass shooting is going to try to save money by getting a good deal at a gun show or from a private dealer.

Also another reason I'm bringing this up is because in addition to the Universal Background Check being proposed in Colorado they're also proposing under House Bill 1228 in CO that those purchasing guns would have to pay the cost of their universal background check, can anyone tell me how much that would cost?

I know all of this is happening or being proposed in CO but I figure it's worth talking about.

Background checks show no specific statical value. They are 'feel good' measure.

Now I have seen conflicting data on waiting periods. Ensuring there is a 'cooling off' period to avoid passion purchases may be more worthwhile. But that is not getting much play.
