I still think they are in a very gray area even for the NCAA and it may come back to bite them. However, Penn State may realize that they are in a lose lose position on this and just accept the penalties the NCAA throws at them. If those penalties are unprecedented like is being mentioned, Penn State may fight back and I think they have some strong arguments they can make.
It's not a grey area at all, IMO. It clearly violates Bylaw 10.1 and anyone who thinks differently simply doesn't know what they're talking about or clearly dislikes the NCAA.

If the link below is accurate, it contains Bylaw 10.1. Please read it closely and tell me what part of it Penn State violated.

In addition, it clearly states unethical contact pertains to violations of NCAA rules. What NCAA rule did Penn State violate?

Here is a newspaper article quoting a couple of NCAA experts that say pretty much what I have been saying.

For the NCAA to do anything less than what they propose would be a public relations nightmare. Schools, regardless of how big their programs are, who propose leaving the NCAA over tough sanctions against PSU, would face the same.

I don't believe this is a "draw a line in the sand" issue, if that is what you are getting at.

I hope all good players go to Notre Dame if they transfer.

I couldn't tell you if this is real or not but I saw this on facebook. Seems unfathomably harsh.

While it will be harsh, that would make Penn State a high school team. I doubt it's real.

All I had to look at were numbers 9 and 10 to see this wasn't real.

The Bylaw clearly says, it may include those things, but it is not limited to that.

Please tell me how it was not unethical conduct?

Penn State gets four year bowl ban.

Vacates all wins from 1998-2011. Paterno is no longer the all time leader in wins. (Bravo NCAA) He lost 111 wins. Now sits at 298.

    Fined $60 Million.

Lost 10 initial and 20 total scholarships per year for 4 years

    Players can transfer immediately.

Didn't see the wins being vacated coming. But I can agree with it.

5 year probation and lose 20 scholarships over a four year period I believe also.

    Wasn't it from 98 to 2011?

Folks, don't elevate your sports programs above everything else.

Will be interesting to see (and I'm sure it won't be publicized) how much of a hit the other athletic programs at Penn State take in order for them to pay the $60 million fine.

The NCAA promised the hammer and they dropped it. Weird to say, but great job NCAA. Finally didn't drop the ball on something.

Agreed. I actually like what they did. Especially allowing the players to still play (whether at Penn State or elsewhere).
